The doctoral degree in Public Affairs and Policy is an interdisciplinary program of study. It is administered through the Mark O. Hatfield School of Government, but draws on faculty from the entire College of Urban and Public Affairs. The curriculum of the Ph.D. program focuses on governance and the integrated study of political, economic, administrative, and policy processes in the public sector. Through their coursework and research, students encounter a range of theoretical and practical policy issues at the local, state, national, and international levels.

PUBLIC AFFAIRS AND POLICY DOCTORATE: WHY PSU?

Most students draw broadly from faculty within the School and often from faculty in partner units such as Economics and Urban Studies and Planning. To be admitted to PSU for a doctoral program, applicants must satisfy University requirements and be accepted by the academic department in which the graduate study will occur. Admission eligibility is based on receipt of a baccalaureate degree equivalent to a United States four-year bachelor's degree from a college or university recognized as an institution of higher education by the Ministry of Education in the relevant country or be regionally accredited within the U.S. Regular Admission: To be considered for regular admission, applicants must have a minimum cumulative undergraduate GPA of 2.75 or the equivalent (on the U.S. 4.0 scale). Applicants who have earned 9 or more letter-graded graduate credits must have a minimum graduate GPA of 3.0 or the equivalent; this graduate GPA supersedes the undergraduate GPA.

All students entering the doctoral program must have completed a basic course in statistics either upon entering or within the first year of study. No degree credit will be awarded for this coursework.

English Language Requirements

IELTS: 6.5 overall score with minimum subscores of 6.5 in reading and writing

TOEFL score of Paper-based: 550 overall; 22 in writing with 20 in reading and listening

TOEFL score of Internet-based: Minimum overall score of 80 with minimum subscores of 18 in reading and writing

PTE - Academic: 60 overall

Applications are due on December 31 for admission in the following year.
