The doctor of philosophy program is offered for students who wish to pursue advanced scholarly and research work. The program emphasizes the development of theories and methods that underlie the fields of environmental planning or urban design, and the processes of planning and design as they relate to the solution of problems in the natural and urban environment. The PhD degree in Environmental Planning is appropriate for those seeking careers in research and teaching, environmental planning, urban design, specialized roles in government, and professional consultation.

Degree Requirements

Students formulate coursework plans (to include the Ph.D. seminar) to develop an individual specialization within the field, which must be approved by the students' program advisers. Ph.D. requirements are as follows: 32 units of upper-division and graduate coursework, a two-year academic residency, reading knowledge of a departmentally approved foreign language, successful completion of a qualifying examination, and a dissertation.

Progress toward the degree is evaluated at least annually by the Ph.D. Committee. By no later than the end of the third semester, students will be evaluated as to their suitability for completing the Ph.D. degree. Any student who, in the opinion of the faculty, seems unlikely to be able to complete all degree requirements (including dissertation research) will be subject to dismissal.

The minimum graduate admission requirements are: a bachelor’s degree or recognized equivalent from an accredited institution; a satisfactory scholastic average, usually a minimum grade-point average (GPA) of 3.0 (B) on a 4.0 scale; and enough undergraduate training to do graduate work in your chosen field. Other English Language Requirements: A score of 570 on TOEFL paper based test.

Applicants admitted to a doctoral program that requires a master’s degree to be earned at Berkeley as a prerequisite (even though the applicant already has a master’s degree from another institution in the same or a closely allied field of study) will be permitted to undertake the second master’s degree, despite the overlap in field.

The following minimum requirements apply to all graduate programs and will be verified by the Graduate Division:

  • A bachelor’s degree or recognized equivalent from an accredited institution;
  • A grade point average of B or better (3.0);
  • If the applicant comes from a country or political entity (e.g., Quebec) where English is not the official language, adequate proficiency in English to do graduate work, as evidenced by a TOEFL score of at least 90 on the iBT test, 570 on the paper-and-pencil test, or an IELTS Band score of at least 7 on a 9-point scale (note that individual programs may set higher levels for any of these); and
  • Sufficient undergraduate training to do graduate work in the given field.
