The PhD program emphasizes scholarship in public administration, public policy, public management, and criminal justice/criminology in preparation for positions in academia and consulting firms, public management and administration, public policy analysis, politics and advocacy, and nonprofits. Students are more likely to be successful in the PhD program when their research interests overlap with members of the faculty. Potential students applying to the program are urged to make an effort to learn about the faculty members at the School of Public Affairs, their academic research interests, their resumes, and their various specializations. Potential students can find out about faculty by taking courses, talking directly with faculty members, and talking with current PhD students. When applying to the PhD program, student candidates should explicitly identify one to three faculty advisors in their statement.

Admission to the program is based on the personal and professional qualifications of the applicant. It is desirable that an applicant have a masters degree in public administration or a closely related field before undertaking doctoral work. Applicants should have: GPA of 3.0 or above in master's-level course work
GRE scores (no more than five years old) that are, at a minimum, above the 50th percentile ranking in both the quantitative and verbal sections.
Successful applicants will also show the potential for productive careers in scholarship, research and analysis.
Meeting the minimum thresholds listed above does not assure admission. In unusual cases, students who fail to meet the thresholds may be admitted if high academic skills are demonstrated in other ways.
